Sewer lateral inspection, compliance, and budget questions

Separate a sewer assessment, repair quote, and jurisdiction-specific compliance requirement before relying on a closing plan.

Quick answer

Ask which private sewer segment serves the property, who is responsible for it, and what inspection or compliance evidence is available. A camera assessment and a required compliance certificate answer different questions. Confirm the property's actual program and any closing arrangements before budgeting work; do not assume one district's sale requirements apply throughout California.

Separate evidence from compliance

Request the available report, the inspected segment, access limitations, and a quote describing any proposed work. Ask what remains unresolved beyond the inspected area. A video can inform a scope question without establishing compliance with a separate leak-free certification process.

EBMUD's private-sewer-lateral program describes responsibilities and compliance requirements in participating jurisdictions, including transaction-related triggers. Check program applicability and any HOA responsibility for this particular property; the existence of that program does not establish a nationwide point-of-sale rule.

Make any closing plan concrete

If work is proposed before or after closing, ask the parties and their advisers to identify the applicable deadline, responsible party, required approval, and funding arrangement in the actual agreement. This guide does not supply an escrow-holdback clause or assume a lender permits one.

Compare quotes by the defined segment, access, excavation, disposal, and restoration. Do not add a yard or paving allowance for restoration already included in the sewer proposal.

  • Does the document establish assessment, repair completion, or program compliance?
  • Who owns or maintains the segment, including any shared or HOA component?
  • Which restoration and certification steps does the price exclude?
